The Dubai Supreme Council of Energy (DSCE) was formed in August 2009 under Law 19 of 2009, issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, and Ruler of Dubai. His Highness Sheikh Ahmed bin Saeed Al Maktoum was appointed as Chairman for the Council and His Excellency Saeed Mohammed Al Tayer, as Vice Chairman. The Council consists of the following members: the Director General of the Department of Petroleum Affairs, the President & Chief Executive Officer of Dubai Aluminium Company (DUBAL), the Chief Executive Officer of Emirates National Oil Company (ENOC) and one representative each from the Dubai Supply Authority (DUSUP), Dubai Petroleum Establishment (DPE), Dubai Municipality (DM), Dubai Nuclear Energy Committee (DNEC) and Roads & Transportation Authority (RTA). The Council has a Secretary General and an Advisory Committee from competent and specialized workforce. The new Governing body seeks to ensure that the Emirate's growing economy will have sustainable energy while preserving the environment. The Authority is developing alternative and renewable energy sources for the Emirate, while increasing energy efficiency to reduce demand.

Etihad ESCO

Etihad ESCO is a government owned entity operating under the Dubai Supreme Council of Energy, and a venture of Dubai Electricity and Water Authority (DEWA). It is a Super Energy Service Company that enables the energy performance contracting market in Dubai to develop energy efficiency projects targeting more than 30,000 buildings. Under the DGTP initiative, Etihad ESCO is providing the hotels industry with access to finance that will facilitate the retrofit of existing buildings along with other initiatives such as increasing the awareness on energy efficiency, applying monitoring and reporting tools and to introduce sustainability standards for the hotels industry.

Dubai Carbon Centre of Excellence (DCCE)

Dubai Carbon Centre of Excellence (DCCE), the first-of-its-kind centre in the region, under the Supreme Council of Energy, promotes Dubai’s transition to a low-carbon green economy and is responsible for monitoring the levels of carbon emissions in the emirate. DCCE was established in January 2011, as an agreement between the Supreme Council of Energy and the UNDP. The DCCE offers advisory and carbon aggregation services to facilitate Dubai’s transition to a low-carbon economy.

Emirates Wildlife Society in association with WWF was born out of a need to protect biodiversity in key sites across the emirates including species and ecosystems of concern in the region; raise awareness on the high UAE Ecological Footprint and contribute to policy and institutional framework to address environmental issues.

Emirates Green Building Council (EmiratesGBC) was formed in 2006, with the goal of advancing green building principles for protecting the environment and ensuring sustainability in the United Arab Emirates. Since its inception in 2006, there has been significant changes in the attitudes and demands related to the sustainable built environment. The Council has been encouraged by the implementation of green building policies and regulations, by the adoption of consistent rating systems, and by the increase in the overall knowledge sharing and information available on built environments and communities.

Environmental Center for Arab Towns (ECAT)

The Environmental Center for Arab Towns (ECAT) is a scientific research institute which deals with environmental issues concerning Arab city's natural resources, economic progress and sustainable development. ECAT is affiliated with the Arab Town Organization (ATO) and operates under the umbrella of the Director General of Dubai Municipality and ten representatives from ATO member cities. The center specializes in offering Awareness and research services in different environmental fields to all the cities which are members in the ATO.
By staying true to our mission of Working together to preserve the natural and urban environments and protect them from pollution in the shadow of sustainable development, we aim to realize our objectives.
ECAT plans to establish a universal environmental strategy for Arab cities, and offer them technical support, consulting services and environmental expertise in the fields of environmental health, natural resources and urban sustainable development. Through organizing trainings, seminars, and conferences ECAT will prepare environmentally aware cadres and encourage collaboration among environmental agencies and organizations, regionally and internationally. Moreover, ECAT will identify environmental concerns in Arab cities and take the necessary measures to address them. In this endeavor, the center will attempt to consolidate connections, reinforce cooperation and facilitate the exchange of environmental expertise among Arab cities. Finally, the center aims to establish an Environmental Data Bank using the most advanced technologies to serve as a valuable source of accurate and reliable environmental information.
